How the firm came to be

Saim Sheryar & Associates grew out of a simple, repeated frustration: too many salaried individuals and small business owners in Rawalpindi were either avoiding tax filing altogether or overpaying consultants for confusing, impersonal service. Saim Shaheryar, working as a registered Income Tax Practitioner, set out to build a firm that did the opposite — clear communication, fair pricing, and filings done correctly the first time.

What started as helping friends, family and their small businesses file honest, on‑time returns has grown into a full consultancy handling NTN and STRN registration, SECP company incorporation, monthly compliance and FBR representation — while keeping the same one‑on‑one approach the firm was built on.

FBR Proposes Changes to Tax Dispute Resolution (ADR)

A draft notification would change how taxpayers apply for Alternative Dispute Resolution — currently open for stakeholder feedback.

Via draft SRO 1496(I)/2026 issued on 2 September 2026, FBR has proposed substituting Rule 231C, which governs Alternative Dispute Resolution (ADR) under Section 134A of the Income Tax Ordinance, 2001. Under the proposed mechanism, a taxpayer seeking ADR would submit a written application in a prescribed form along with their nominee's details (CNIC, phone number, address and email), and would need to propose three retired judges for consideration as ADR Committee chairperson. This is currently a draft — stakeholders were given a short window to submit objections or suggestions before it's finalised. If you have an ongoing or upcoming dispute with FBR that you're considering resolving through ADR, it's worth checking with us on where this stands before you file.

The 30 September deadline applies to individuals, salaried persons and AOPs. Companies with a 30 June year‑end have until 31 December 2026.

It's a common mix‑up: many business owners assume the same 30 September cut‑off applies to everyone, but FBR sets a separate deadline for companies. If you file as an individual, salaried person, or Association of Persons (AOP), 30 September 2026 is your date — miss it and you risk both the late‑filing surcharge and loss of Active Taxpayer List status for the year. FBR Surpasses Rs13 Trillion Collection Target for FY 2025‑26

FBR collected over Rs13 trillion in tax for the fiscal year, beating its Rs12.957 trillion target — and refunds paid rose 21% to nearly Rs599 billion.

The Finance Minister confirmed FBR closed fiscal year 2025‑26 having collected more than Rs13 trillion in taxes, surpassing its official target. Refunds disbursed to taxpayers rose 21% year‑on‑year to almost Rs599 billion — a meaningful sign that refund processing is moving faster. The government has also announced a newly approved operating model for FBR centred on digital, faceless tax administration to reduce direct interaction between taxpayers and officers. The first phase of FBR's faceless Inland Revenue system goes live from 1st October 2026, with full rollout targeted by 2027.

Following a government review of FBR reforms, the Prime Minister has directed timely completion of the faceless assessment system for Inland Revenue. The first phase becomes operational on 1st October 2026, aiming to reduce direct interaction between taxpayers and tax officers during assessments. FBR recently scheduled planned maintenance on IRIS, Digital Invoicing, and the Payment System — a reminder not to leave filings to the last moment.

FBR periodically schedules system maintenance windows on IRIS, Digital Invoicing (DI), the Payment System, SWAPS, and POS Registration, during which these services become temporarily unavailable. To avoid being caught out by a maintenance window right before a deadline, we recommend completing time-sensitive filings, payments, and registrations well in advance rather than waiting until the due date.

Do I need an NTN if I'm a salaried employee?+
Yes — if your annual income exceeds the taxable threshold, you're required to have an NTN and file a return, even as a salaried employee. Being an active filer also brings lower withholding tax on banking, property and vehicle transactions.
What documents do I need to file my tax return?+
Typically your CNIC, salary certificate or business income details, bank statements, any property or vehicle records, and details of investments or savings. We'll give you a simple checklist specific to your situation.
How long does income tax return filing take?+
For most salaried individuals, filing is completed within 2–3 working days once we have your documents. Business and company returns may take longer depending on the complexity of your accounts.

Who should file an Income Tax Return?+
Anyone whose annual income exceeds the taxable threshold, owns property or a vehicle above a certain value, holds a National Tax Number, or runs a business is generally required to file. Even below the threshold, filing voluntarily gets you on the ATL and lowers withholding tax on everyday transactions — many salaried individuals and freelancers file for this reason alone.
How to register NTN?+
NTN registration is done through FBR's IRIS portal using your CNIC, along with details like your address, income source and, for businesses, registration documents. We handle the entire process for you — creating your IRIS profile, submitting the required information, and confirming your NTN is active — so there's nothing for you to navigate on the portal yourself.
What are ATL benefits?+
Being on the Active Taxpayers List (ATL) means significantly lower withholding tax on property purchase and sale, bank profit, vehicle registration and cash withdrawals above the prescribed limit — in some cases less than half the rate a non‑filer pays. It also reflects your compliance status and reduces the likelihood of an FBR notice.
How long does company registration take?+
A Private Limited Company or SMC registration with SECP typically takes about 1–2 weeks once all required documents and name approval are in place, though this can vary depending on SECP's processing time and the completeness of your paperwork.
